Break out some scissors and cut. Cut it as low as you want to go in the back, and you could leave the collar and cut underneath it. If its a large shirt, you could use a colorful belt close to the waist to give it some shape.

Hmm, two approaches:
Longer way, with sewing machine.
1. Nicely the apparent point to do is measure by yourself.

a pro could totally make that for you . I would say go to a dress maker . I had my prom dress created and it expense me 220 . So yours i would say perhaps 400
